The City of Kerrville is proposing to install a "round-d-round"
at the Clay & Schreiner Streets intersection. According
to an article in the September 14-15 weekend edition of the
Kerrville Daily Times, "the Kerrville Police Department
. . . showed only (emphasis added)
nine accidents at that intersection between
2019 & 2023."
According to Texas Peace Officer's Crash Report (TPOCR)
forms received from the Kerrville Police Department (maintained
by the Texas Department of Public Safety) there were actually
6 accidents reported from 2019 to 2023 inclusive. No accidents
in 2019
or 2023.
The first question that comes to mind: Is this
a "Want"
or a "Need". If a "Need" then
it should be pursued to determine if the need is truly warranted.
If a "Want" then
it should be tabled, assuming it is not a dangerous
intersection.
The TPOCR accident reports for the past 11 years (2014-2024)
record 15 accidents at the Clay/Schreiner St intersection.
3 involved both drivers being on Schreiner Street
11 by drivers entering the intersection from Clay St. (9
NB, 2 SB)
4 cited limited visibility as the reason for the accident
(2 because of a bush near the stop sign, 1 due to fog,
1 due to sun in their eyes)
According the same article in the KDT 9/14-15 edition the
cost estimated in 2019 to construct this round-d-round would
be $1 Million. Given it is 5 years later and taking into
consideration the increased cost of materials and labor we
would guess today's cost would be $1.2-1.3 Million.
So the second question becomes - does the cost justify the
want/need?

Below are photos taken at various intersections within the
city limits. If you have ever been at one of these intersections
you would most likely agree, based on a "clear field
of view",
these are "dangerous" and
that the Clay/Schreiner Street intersection is not.
However, we suppose that all intersections have the potential to be dangerous.
DANGEROUS: involving possible injury, pain, harm, or loss (Merriam
Webster Dictionary).
Again. You be the judge as to whether you believe these
to be more dangerous intersections based on the accident
facts and a "clear field of view".
